Restaurants and Credit Cards

When the credit card receipts come out of the computer thing at restaurants, is there some magnetic force that makes all servers put the Customer Copy on the top as opposed to the Merchant Copy? Do you know how much energy and ink is wasted on a daily basis by people who complete and sign the top copy, then realize its not the Merchant Copy and are forced to repeat the same exercise again on the "real" Merchant Copy? What happens if you leave the Customer Copy? Will you get in trouble? Maybe I am just the target of a credit card receipt conspiracy lately, but I think there should be a rule against this. I need that energy later for things like doing nothing.
